Use Template Engines.

Either try to find good alternatives of PHP template engines by googling the term "Php template engine"
http://www.google.com/search?q=php+template+engine&start=0&ie=utf-8&oe=utf-8&client=firefox-a&rls=org.mozilla:en-US:official

or download and use smarty from
http://smarty.php.net/

Yes, of course they do. I have an Asus EEE and I've used it with Rational Software Architect, a piece of dev software that's waaaaaaaaay heavier on the CPU that what you want to do.

The screen is small, but it's ideal for a lightweight, cheap solution for dev work. You can install the LAMP/xampp stack and do your dev work using the editor of your choice.

Download from www.php.net and www.mysql.com. You can also consider PHPMyAdmin for MySQL and Dreamweaver for PHP.

By the way you ask, I doubt that what you want is:
1. A really big project;
2. A global project;
3. You have the necessary knowledge to present it;
4. You have the necessary funding to develop it.

Why don't you submit your "project" to freelance sites, like rentacoder.com?
At least, that is free...

You can get competitive prices from a freelancing site such as what I have linked, then I'd increase that price anywhere from 20 to 50 percent if it's something local. I wouldn't mess with it for less than a few hundred bucks because you'll have more PHP to code than you realize (user system, etc)

You're talking about creating dynamic content with server-side scripting. JavaScript, by comparison, is a client-side scripting language. You can change and customize content using server-side languages, like JavaScript, but these languages allow you to do things you can't with JavaScript. One benefit of server-side scripting is that it allows interaction with databases (that's where SQL comes in). As for how they work together, they don't. PERL, PHP, ASP, etc. are all different languages used to accomplish the same task. You can just find the one you like best (I prefer PHP myself) and use it. If you want to learn others, you can.
