I would recommend a good book on the subject. If you get a book like PHP and MySQL Web Development (4th Edition) and take a day or two to read through the core chapters, you'll learn a great deal in a relatively short period of time. It's also a good idea to visit the websites for PHP (www.php.net) and MySQL (www.mysql.com) when you have a question about a particular issue. On the PHP site, they generally have code examples with most of the functions that go with the language and many users contribute notes about their experiences (which can be helpful).

if you need a good MVC architecture, use CAKE.. that is the best I've seen for PHP. Not very extensive on documentation and tutorials, yet if you know php well enough, CAKE is the way to go.
Looks exactly like Rails. Yet it is not a port or a clone. Just a php implementation of rails mvc idea.

PHP Nuke is a Content Management System. It uses PHP and MySql. Most hosting (paid ones at least) include the ability to run php and mysql databases. If your plan allows that then all you have to do is download php nuke and install it on your site (its open source and free!). There are alot of templates that are made to work with phpnuke so you can find one you really like and load it. Poof instant website!.
You will need to learn how to run and operate it , but it isn't hard and there are tons of online information and books for using it. There are also tons of other CMS systems that you might like also.
